Emergency Management Leadership
History has proven that citizens will emerge to help their community in the aftermath of disasters and emergencies. We have also seen emergency managers ill prepared and subsequently overwhelmed by this outpouring of good will. Spontaneous volunteerism is a historical fact of emergency response. However, the preparation and management of these resources, should never be spontaneous.
Inspired from experiences in the field and nearly a decade of research, World Cares Center (WCC) developed a comprehensive training program for Emergency, Volunteer, and Risk Managers as well as Community and Faith-based Leaders to engage, train, and manage Spontaneous Unaffiliated Community Volunteers (SUCVs). World Cares Center’s Disaster Preparation and Trauma Mitigation Training Programs are currently delivered on a local, regional and national level.
This workshop series for Emergency Management Policy Makers explores the essential concepts of utilizing (SUCVs) and community-based groups as force multipliers in agency-specific disaster response functions. The result of this workshop will be a Spontaneous Volunteer Management Plan with Protocols that can be followed by partner agencies, volunteer groups and supportive teams such as CERT and Medical Reserve Corps. Protocols that will be established include spot training, management, spot credentialing, and integration of SUCVs into agency frameworks. Emergency Managers are asked to explore their organization’s internal readiness and how SUCVs could fill surge capacity needs based on their internal agency assessment.

The train-the-trainer workshop enables Emergency Managers to engage, prepare, and manage community members around issues that are most important to them and are immediate risks to themselves and their families.
Intermediate Grassroots Readiness and Response II : Train-the-Trainer: Assessing your Community- 7hrs
Do your community members know how to assess the risk, vulnerabilities, and resources that exist within their community? Trainers will gain the knowledge to teach community members how to gather and use the risks and vulnerabilities information to create a community assessment that includes local assets, community contacts, and other culturally relevant resources.
Advanced Grassroots Readiness and Response III: Train-the-Trainer: Bridging the Divide- 7hrs
Synergy in relationships is very important. Emergency Managers and citizens are no different. Bridging the divide is a train-the-trainer workshop in which trainers will learn how to engage citizens to help them understand the lifecycle of a disaster and the all-hazards approach to disaster management. Trainers will educate community members about their agency as well as Community Emergency Response Teams (CERT), other local, state, and national disaster response agencies.
Community Emergency Response Teams: CERT
Community Emergency Response Teams are a vital resource to Emergency Managers and their communities. Large scale emergencies and catastrophic disasters require community members, emergency managers and CERT teams to work together. In this series CERT members learn to play an active role as Spontaneous Volunteer Managers.
This workshop series introduces CERT members to the essential concepts of utilizing (SUCVs) and community-based groups as force multipliers based on agency-specific disaster response functions that have been established by their managing agency or local Office of Emergency Management.
CERT members will learn and practice techniques that include spot training, management, spot credentialing, and integration of SUCVs into agency frameworks. CERT members will learn how SUCVs could fill surge capacity needs for their community in compliance with their Office of Emergency Management Plan.
World Cares Center partners with local leadership to offer this important workshop and continued support.

Medical Reserve Corps: MRC
Public Health Professionals including Medical Reserve Corp members are on the front line in emergencies and disasters, and the need for care is ever increasing with today’s new challenges including but not limited to pandemics. Large scale emergencies and catastrophic disasters require community members, Public Health Professionals and MRC teams to work together. In this series, Public Health Professionals and MRC members learn to play an active role as Spontaneous Volunteer Managers.
This workshop series introduces Public Health Professionals and MRC members to the essential concepts of utilizing (SUCVs) and community-based groups as force multipliers based on agency-specific disaster response functions that have been established by their Medical Reserve Corps, managing agency or local Office of Emergency Management. Spontaneous volunteer management application will be applied to Points of Distribution, Volunteer Reception Centers and Volunteer Reception Areas.
Public Health Professionals and MRC members will learn and practice techniques that include spot training, management, spot credentialing, and integration of SUCVs into agency frameworks. Participants will explore how SUCVs could fill surge capacity needs for their community in compliance with approved policies.
